UK Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a recent poll of municipal councils, UK councils are planning to offload community centers, sports centres, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that 60% of local authorities are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to raise money from a fire sale of assets marked “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on restructuring services and using financial reserves to weather growing financial challenges.”

Specific Examples of Proposed Disposals

Medway Council in southeast England said its property management strategy featured the sale of a shopping centre in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Increases and Broader Financial Strains

The survey of councils in the coalition, which includes several urban centers, further found that over seven in ten of councils will need to increase council taxes next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these require time to deliver both improved services and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Projections

Research of county councils this week further found local finances being strained by the growing number of young people and adults needing special educational assistance.

The County Councils Network projected that council deficits will hit £4.4bn a year by 2029, as they struggle to manage rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a policy document setting out those reforms was recently delayed.

Deprivation and Funding Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were included in the most deprived in England.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the extent of challenges facing local leaders across key cities in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and need,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the last year, the study found.
